Duties

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Monitor contractor performance and provide guidance on assigned areas, analyzing and devising solutions to complex or challenging problems that may impact the completion of work.
  • Perform weekly field inspections of contractor work orders and verify the fulfillment of obligations on contracts. Document and report findings/discrepancies in a timely manner to supervisor and Contracting Officer Representative (COR).
  • Coordinate work by Operations and Maintenance contractors with limited to no support from the supervisor and initiate Work Order requests.
  • Develop and implement new ideas, programs, or approaches to improve efficiency and/or reduce the administrative burden on customers.
  • Identify, propose, and implement appropriate and effective methods to improve the use of resources and streamline processes; efforts result in substantial savings of time or money and/or substantial increase in productivity.
  • Utilize the Computerized Maintenance Work Management System and other tools available to perform Quality Assurance Inspections. Review and track work request via the Management Operations Services and Information system (MOSI).
  • Create Goddard Operations and Maintenance Repair System (GOMARS) numbers for all new and replaced equipment by reviewing Maximo Assets Required Information Forms. Field verify assets as required.
  • Maintain and track Operations and Maintenance Manuel and participate in Operations Readiness Review Meetings.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:
  • Participating on a team and communicating with interna/external stakeholders to facilitate the operational capability of assigned facilities;
  • Following operational procedures and standards to ensure work performed complies with facility/subcontractor safety plans and specifications (e.g. building, environmental, construction);
  • Utilizing asset data management or environmental data management system and documenting potential work-impacting issues to support process improvement initiatives.
OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) with a major in engineering, industrial arts, property management, or business administration
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree with a major in engineering, industrial arts, property management, or business administration
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:
  • Coordinating with team members and providing support to internal/external stakeholders to improve the operational capability of assigned facilities;
  • Inspecting or evaluating work of assigned facilities to verify work performed complies with facility/subcontractor safety plans and specifications (e.g. building, environmental, construction);
  • Utilizing asset data management or environmental data management system, reporting findings/discrepancies to technical leaders, and recommending solutions to potential work-impacting issues.
