Job description
Duties
- Manage the development of the Agency's annual Strategic Plan. Ensure compliance with Government Performance and Results Modernization Act (GPRAMA), Evidence Act, and OMB Guidance A-11 in the creation and publication of the Strategic Plan.
- Manage Agencyβs use of performance management and graphic design software, including supporting Mission Directorate points of contact. Ensure timely and accurate publication of the annual Strategic Plans, including 508 compliance.
- Develop and manage a NASA Strategic Plan Development Working Group made up of senior leaders across the Agency.
- Create Strategic Plan project calendar, and build/lead an effective team of civil servants and contractors to execute the project.
- Manage data collection integrity and high-quality version control in the development of the Agency Strategic Plan.
- Translate the intent and direction of the Administrator/Deputy Administrator/other Agency leadership into the drafting and execution of the Agency's Strategic Plan.
- Build and maintain network of external contacts relevant to performance work within the OMB and the General Services Administration (GSA).
- Build and maintain network of performance community points of contact within NASA and leverage those relationships to achieve excellence in strategic planning.
- Represent NASA publicly at NAC meetings, with OMB, and with Congress to discuss the development process and content of annual Strategic Plans.

Qualifications
To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
- Executing and ensuring compliance with federal regulations associated with performance and program management processes, to include setting performance goals, assessing data and results, performing reviews and assessing/reporting progress externally;
- Forming and maintaining internal and external partnerships, to include representing Agency or position to external parties;
- Applying project management concepts and principles in order to manage complex processes and deliver results.

You must meet applicable time-in-grade requirements to be considered eligible for this position. To be eligible, you must have completed a minimum of 52 weeks in a position no more than 1 grade lower than the advertised position.
