Duties
- Administers the Equal Employment Opportunity (EEO) complaints program. Ensure fair and prompt processing, investigation, and resolution of complaints. Verify accuracy of complaints-related data and reports.
- Serves as the primary advisor to the Office of Diversity and Equal Opportunity (ODEO), Deputy Associate Administrator on matters related to all EEO complaint activity within the Agency.
- Advises and assists the Deputy Associate Administrator in program planning, management, and policy development for the ODEO, Complaints Management Division related to HR, budget, management controls, procedures and other administrative areas.
- Provides authoritative interpretations of new/modified legislation or guidance materials such as the U.S. Code, decisions and rulings from the Equal Employment Opportunity Commission (EEOC) and the Merit Systems Protection Board (MSPB).
- Maintains EEO complaint information and statistics. Researches and compiles appropriate data and reaches conclusions as to adequacy of the complaint program for the Agency. Provides reports, case and trend analyses for executive leadership.
- Prepares various information papers/briefs. Ensures timely submission of required EEO reports to the EEOC and other Federal agencies.
- Serves as Office of Diversity and Equal Opportunity lead for monitoring and tracking EEO counseling, formal complaint processing, selecting and providing ongoing complaint processing training and technical guidance to the EEO enterprise staff.
- Prepares acceptance/dismissal decisions, reviews and prepares report of investigation transmittals, etc. ensuring all are thoroughly written and supported by the record and are consistent with EEOC case law and NASA policy.
- Plans work by subordinates, sets and adjust priorities and prepare schedules for completion of work. Assigns work, based on priorities, selective consideration of the difficulty and requirements of the assignment and employee capabilities.
- Performs a full range of supervisory duties which includes assigning and evaluating work; recommending personnel actions; taking disciplinary actions; and identifying training needs and developing employees.

- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

- This position may require a one year supervisory probationary period.
- The location will be determined upon selection but must be at one of the locations indicated within the announcement.
Qualifications
To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
- Applying expertise in the concepts, principles and regulatory framework of equal employment opportunity;
- Planning, managing, or evaluating an EEO complaints program and developing associated policies, procedures or actions supporting continuous improvement in complaint program efficiency and effectiveness;
- Conducting legal research, analysis, and writing final agency decisions or legal motions;
- Leading a team and providing program guidance and interpreting policies, procedures, guidelines, goals, and objectives.
