Boeing Defense, Space and Security (BDS) Phantom Works Space (PW Space) is seeking a Chief Engineering Manager (CEM) to act as the senior technical engineer and technical authority for the PW Space business unit in El Segundo, CA. They also serve as the Director for the Resilient Space Technology capability, which holds unique skills necessary for successful execution on some proprietary programs as well as resiliency technology development. The PW Space CEM will lead all technical aspects of the business unit to include BAA and RFx responses, engineering tool deployment, product definition and validation. They are responsible for the business technology strategy, direction of internal research and development (IR&D), and engineering staffing for the business as well as businesses that require the support of the Resilient Space Technology capability.
The PW Space CEM is responsible for developing and executing the Engineering long term strategy for PW Space to drive engineering discriminators leading to next generation systems. The CEM is the senior technical interface to PW Space customers and suppliers. They implement and enforce engineering functional excellence in people, processes, tools, and practices; drives successful integration of advanced technologies into complex systems with FTQ. This individual also has responsibility to implement Technical Independent Reviews (TIRs) and Non-Advocate Reviews (NARs) on PW Space programs to identify and reduce risks and projects to ensure technical expertise across the enterprise is engaged as needed and programs execute successfully. The PW Space CEM is responsible for developing transition plans for PW programs that are identified to transition to the main line Space Mission Systems business. They work closely with the Phantom Works Multi-Domain Chief Engineer to ensure Boeing space capabilities are brought to bear in the multi-domain fight.
The PW Space CEM will be a matrix report to the PW Space Director with direct reporting to the Director and Chief Engineer Phantom Works Space Intelligence and Weapons Systems.
Position Responsibilities:
- Manages employees and mid-level managers performing activities within multiple (2 or more) Engineering disciplines.
- Develops and executes integrated organizational plans, policies and procedures and guides the development of business and technical strategies, goals, objectives.
- Acquires resources for organizational activities, provides technical management of suppliers and leads process improvements.
- Develops and maintains relationships and partnerships with customers, stakeholders, peers, partners and direct reports.
- Provides oversight and approval of technical approaches, products and processes.
- Manages, develops and motivates employees and mid-level managers.
This position is expected to be 100% onsite. The selected candidate will be required to work onsite at the listed location.
Work Authorization:
This position requires an active U.S. Top Secret/SCI Security Clearance (U.S. Citizenship Required). (A U.S. Security Clearance that has been active in the past 24 months is considered active)
Basic Qualifications (Required Skills/Experience):
- 10 years of engineering leadership experience.
- 5 years of experience in system engineering (e.g. Systems, Design, Architecture, Integration, Requirements, or Test).
- 5 years of experience leading engineering teams on classified programs.
- 10 years of experience with Space Systems Engineering Lifecycles (SR+R, PDR, CDR, etc.).
- 5 years of experience participating in program reviews and productivity improvement activities.
- 5 years of experience in engineering research and development.
- 3 years of experience in a Chief Program Engineer role on a development program.
- Experience using Program Management Best Practices.
Preferred Qualifications (Desired Skills/Experience):
- Bachelor’s degree or higher in Engineering.
- Experience with program/project reviews, research and development activities, process improvement plans, proposal reviews.
- Experience with operating in Special Access Program environments.
- Ability to build a psychologically safe environment of inclusion, transparency and trust.
- Strong natural leadership style that moves people to act, motivates and inspires excellence and innovation.
- Ability to build positive relationships with senior leaders externally and internally and maintain a global perspective.
- Ability to lead through influence.
- Strong communication and collaboration skills.
