Duties

As an Supervisory Auditor at the GS-0511-14 grade level, some of your typical work assignments may include, but are not limited to the following:

  • Conducts and oversees complex audits, reviews, and assessments that are broad in scope and significant, and covers a wide variety of financial, operational, and programmatic areas.
  • Develops audit programs and plans, specific project assignments, and audit objectives and requirements. Assesses matters such as overall effectiveness and efficiency of operations; compliance with established policies, procedures, and government standards; and accomplishment of intended goals and objectives.
  • Determining NASA program compliance with the applicable laws and regulations; and/or evaluating the adequacy of applicable internal controls.
  • Serves on Agency-wide teams assessing internal controls or the accuracy of financial records in the accounting system. Performs audit follow-up reviews to ensure correct actions on agreed-to recommendations have been implemented.
  • Prepares reports that present findings, conclusions, and recommendations from review activities. Ensures technical accuracy of the report contents, compliance with established reporting standards, adequacy of supporting documentation, and conformance with applicable policies and procedures
  • Performing a full range of supervisory duties and managing personnel programs for assigned staff including training, career development, upward mobility, incentive awards, equal opportunity, and diversity management.
  • Preparing audit reports, management letters, testimonies and briefings, and ensuring effectiveness of both written and oral presentation.

Qualifications

You must meet both the Basic Requirement and the Specialized Experience to qualify for this series as described below. See below and Education section for the Basic Requirement.

In addition to meeting the education requirement you must also meet the specialized experience requirement below.

Basic Requirement: A. Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

OR

B. Combination of education and experience:

  1. 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal non-conformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

AND

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

In addition to the Basic Requirement, to qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
  • Applying government auditing standards to evaluate complex and controversial issues and oversee the justification of related conclusions;
  • Identifying management and operational problems/issues/inconsistencies and their root cause in a timely manner to recommend corrective actions identifying the need to establish and modify policies, procedures, or techniques.
  • Leading or supervising a program or team, and ensuring audit planning and/or execution activities are completed in accordance with Government Auditing Standards and communicating results (both orally and in writing) with the appropriate recipients;
  • Providing a full range of supervisory duties to include personnel management, performance management, conflict resolution, awards/recognition, training, mentoring, and team building.

This position has an Individual Occupational Requirement. Basic Requirement for GS-0511:
