Duties

The Manager, Boosters Office:

  • Derives element-level requirements for the Space Launch System (SLS) boosters from program-level requirements, develops technical designs, and formulates cost estimates, budgets, and schedules consistent with program objectives.
  • Establishes and maintains effective collaboration and coordination of Center capabilities, workforce, facilities, and other resources to meet stated goals and objectives.
  • Participates in the planning and approval of applicable development and production facilities, tooling, and materials required for Center and contractor operations.
  • Provides programmatic and technical control to ensure progress of design and development activities of the SLS Boosters element in accordance with program plans and schedules, convenes and manages change control boards as needed, and conducts successful major milestone and key decision points reviews.
  • Derives contractual scopes of work from procurement plans, approves requests for quotations and contractual instruments, evaluates contract proposals, authorizes and participates in contract negotiations, and manages contract administration activities.
  • Provides appropriate guidance to staff and support organizations performing in-house design work and effectively manages contracted development activities according to prescribed scopes of work.
  • Maintains integration among the element, the SLS system, Moon to Mars Program, and Exploration Systems Development Mission Directorate programs to ensure current technical configuration control and cognizance of launch vehicle design evolution activities for impacts to the Boosters element.
  • As a recognized expert in the field of aerospace flight systems, provides technical advice and guidance to the SLSP Manager, Center Director, and other Agency officials regarding flight readiness and operations of the Booster elements leading up to, during, and after SLS flight operations.
  • As a recognized expert in the field of aerospace flight systems, serves as technical advisor and consultant to the SLSP Manager, Center Director, other Agency officials, and senior managers across a wide spectrum of industrial and governmental institutions.
  • Through delegated authority of the SLSP Manager, represents the Boosters element on special studies, governmental audits, independent assessments and reviews, and meeting other performance reporting requirements. Also serves as chairman or member of various panels, participates in conferences and working groups, and serves on technical committees as assigned.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1 - Demonstrated experience leading the development of propulsion systems, including component and system design and analysis to advanced human space transportation systems.

MTQ 2 - Demonstrated experience in leading/managing a multi-disciplined organization in flight readiness and operations of propulsion elements related to human space launch systems flight operations/activities.

Education

This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university.

A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.
