Description

Galileo Ground Mission Resident Engineer in the GMS Engineering & GSE Elements Unit in the Ground Mission Segment and Ground Security Management Service, Galileo Ground Segment Management Office, Galileo and EGNOS Programme Department, Directorate of Navigation. 
The Galileo teams at the European Space Agency’s Technology Centre in the Netherlands are in charge of the design, development, procurement, integration and qualification of the Galileo system, including the constellation of satellites in medium-Earth orbit and the ground segment for mission, control and security monitoring deployed at remote sites all over the world.

Duties

Your tasks and responsibilities will include:
 

 

  • as onsite engineer, coordinating the day-to-day Galileo mission segment design and development activities at the prime contractor’s premises, liaising with the ESA Galileo Mission Segment Engineering Manager.
  • coordinating the design, development and evolutions required for the new Galileo services in the area of orbit determination and time synchronisation (ODTS).
  • ensuring the security monitoring, thread detection and vulnerability corrections of the ground mission segment at the SECMON (security monitoring) prime contractor’s premises.
  • ensuring the correct implementation of the Scaled Agile Framework (SAFe) as part of the Galileo ground segment design and development organisation, and contributing to the changes in the organisation and standards to adapt them to the SAFe methodology.
  • providing comments in line with the review schedules, following up the timely execution of the activities and reporting on progress or schedule deviations with remediation proposals.
  • supporting the ESA procurement actions with contributions to the related documents, evaluation of offers, negotiations and management of related contracts in the area of ODTS.
  • participating, as requested, in Galileo-related reviews and technical evaluation boards, in particular contributing to the ground mission segment SECMON design and qualification reviews, intermediate reviews, and system and operations reviews. 
  • reviewing the design and development documentation and providing comments in line with the review schedules. This includes attendance of element and segment milestones, as well as of progress meetings.
  • regularly participating in and reporting at team meetings at ESA/ESTEC with respect to the progress of activities associated with the ground mission segment developments in Toulouse.
  • providing inputs and supporting different reviews (such as PSR, TRRs and TRBs) organised by ESA with our industrial contractors to perform the deployment and verification of the ground segment infrastructure to be installed, verified and operated at the control centres.
  • following up the investigation and correction of incidents and anomalies during the critical deployment phases, through attendance of the relevant boards, either at segment level (internal) or resulting from system/OPS activities (external), ensuring that critical issues are solved as a top priority.
  • proposing new initiatives in the field of NAV R&D, supporting existing developments as required and contributing to the launch of new programmes.

Technical competencies

Education

A master's in physics, electrical or aerospace engineering, or a related field is required for this post.

Additional requirements

You must have at least five years of technical experience in a field directly related to the position. In particular, you have:
knowledge and experience of the Scaled Agile Framework (SAFe);
knowledge of team collaboration tools (JIRA, Confluence, or similar).

You should be able to demonstrate that you can work in a fast-paced environment and handle pressure as may typically occur in a project team. You should be result-oriented, able to set priorities, and capable of presenting practical solutions both verbally and in writing.

You should have good interpersonal and communication skills. You should have the ability to work autonomously, effectively and cooperatively in a diverse, international team environment, defining and implementing solutions in line with team and individual objectives and project deadlines. You should also have good technical, analytical, organisational and reporting skills, a proactive attitude to solving problems and an interest in innovative technologies.

You must be eligible for security clearance from your national security administration.

In principle, recruitment will be within the advertised grade band (A2-A4). However, if the selected candidate has less than four years of relevant professional experience following the completion of the master’s degree, the position may be filled at A1 level.

 

Applicants must be eligible to security clearance by their national security administrations.

Additionally, successful candidates will need to undergo basic screening before appointment, which will be conducted by an external background screening service, in compliance with the European Space Agency's security procedures.
