Duties

  • Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Manages real property and real estate transactions, including those that involve complex, controversial, or unusual problems, or negotiations.
  • Carries out major projects that require coordination of the federal, state, or local governments and/or private entities, such as acquiring real property necessary for conducting NASA missions or out-granting real property assets.
  • Negotiates with other federal and commercial entities for out-granting of NASA real property interests through various real estate instruments.
  • Prepares real estate documents and provides independent technical review for real estate transactions to include leases, easements, licenses, permits, etc.
  • Ensures accurate recording and reporting of assigned real property inventory and management of real property records in accordance with the NASA Records Retention Schedule.
  • Coordinates with customers to determine requirements of proposed real estate actions. This includes competitive solicitation packages, appraisal/valuation actions, and the corresponding evaluations.
  • Develops and coordinates Enhanced Use Leases (EULs) in support of NASA Centers.
  • Supports accountability and auditability of NASA real property and real estate transactions.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.


To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
  • Applying a wide range of real estate principles, concepts and processes for the acquisition, management, out-granting, and/or disposal of real property with unique and diverse requirements;
  • Researching and applying directives, regulations and policies and resolving conflicts; and
  • Coordinating real property functions with other government and/or private entities.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
  • Negotiating and resolving complex and/or controversial realty transactions;
  • Providing input into new or modified real property policies, standards or procedures; and
  • Leading, coordinating, and/or executing real estate transactions with other government and/or private entities.
