Duties

The Director, Human Resources:

  • Manages the development and administration of an extremely complex and comprehensive human resources management program at the assigned Center.
  • Executes broad program responsibilities which include leadership of workforce planning, hiring and staffing strategies, employee performance management, career and leadership development, organizational design, and Federal labor-management relations.
  • Manages a variety of organizational development activities, including major organization assessment surveys and culture and climate studies and oversees the development of group problem solving and action planning processes.
  • Fosters teamwork across the HR Senior Leadership Team, by balancing center and customer needs with the goal to adopt to an enterprise model for service delivery. This includes sharing best practices and leading an enterprise project or team.
  • Promotes and maintains working relationships with organized labor and Federal employee organizations. Responsible for negotiation of multiple labor agreements and changes to human resources policies and procedures with recognized employee labor organizations.
  • Spearheads and, as needed, participates in collaborative efforts across the Agency to develop new human resources programs, initiatives, and strategies that leverage Agency resources to ensure unique and critical skills are developed and maintained by a diverse workforce in support of Agency common goals.
  • In close cooperation with the Office of Diversity and Equal Opportunity, analyzes and assesses the status of diversity and inclusion efforts, identifies barriers and develops strategic diversity and inclusion plans, and works collaboratively with supervisors/managers to advance diversity and inclusion goals.
  • Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA. Champions the Agency's commitment to Diversity, Equity, Inclusion, and Accessibility (DEIA) and creates an environment and culture that promotes and enables the Agency's commitment to safety, inclusion, integrity, teamwork, and excellence.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. MANDATORY TECHNICAL QUALIFICATIONS:

MTQ - Demonstrated experience leading and managing a complex, multi-organizational human resources program. This includes extensive experience applying human resources and human capital regulations, policies, and practices and spearheading organizational change efforts.
