Duties
- Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
- Serves as a Contracting Officer's Representative and technical liaison between government customers, the contractor and the Center Operations Directorate (COD) to provide management functions to support services at Stennis Space Center.
- Provides expert advice and guidance in planning, developing, execution, and management of institutional budgets, action items, and key initiatives, and activities.
- Serves as a primary contact and interface for contractor management, internal and external customers concerning scope of work and performance against work requirements.
- Informs senior management on technical, contractual and financial progress of complex multi-disciplinary projects concerning aspects of functional direction, policy, quality, safety, costs, and coordination.
- Resolves issues, coordinates interdepartmental activities, and communicates with the Directorate, external organizations, customers, and government contractors.
- Develops and implements a contract surveillance plan to ensure Contractor compliance with all standards and specifications.
- Provides feedback on the performance and delivery of services and products under the contract. Monitors progress and ensure deliverables meet required due dates.
- Collaborates with Contracting Officers/Contracting Officer Representative (CoR) in reviewing/approving issues about scope, applicability and product solution costs.

- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

Qualifications
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level.
- Assisting with the strategic program planning and control functions (e.g. budget planning and execution, resources, schedule management, acquisition strategy and contract management) in support of task orders and associated products;
- Assisting with government estimates to ensure all requirements and costs are included for administrative or professional evaluations of contractor proposals;
- Interfacing with internal and external customers to support business and agreement development activities.
To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level
- Performing strategic program planning and control functions (e.g. budget planning and execution, resources, schedule management, acquisition strategy and contract management) for the life cycle of the of task orders and associated products;
- Performing reviews and evaluation of government estimates to ensure all requirements and elements of cost are included and resulting in administrative or professional evaluations of contractor proposals;
- Advising internal and external customers on business and agreement development activities.
