Position Description:

Voyager Space is hiring Program Managers to support our Electronic/Mechanical/Optical business in San Diego, CA. The role will help support the Program Management team, who coordinates, develops, and directs the overall program. The PM will take part in proposal development efforts, contracts, design development, production and test.  The PM will work directly with their peers in Finance, Supply Chain, Engineering, Quality, Contracts, Subcontracts, and Production Management teams to ensure budgets, schedule and design requirements are met. Financial projections are in alignment with actual performance; Subcontracts are placed on time to support production efforts; Quality documentation is being actively managed to support project milestones; Subcontractor relationships are maintained to support project milestones (in alignment with Ship Manager); Customer relationship is actively managed and fostered; Production is actively working the schedule and performing within cost/budget goals.  The PM will proactively lead and facilitate teams across multiple departments to identify risks and opportunities.
 
The Program Manager will lead all external communications with our customers and senior leadership team. The Program Manager will lead the Lifecycle Management System (LCM) for all avails in which they have been assigned. The Program Manager will develop and track new and existing Key Performance Indicators (KPIs) and multiple metrics to evaluate overall program performance through the use of our Earned Value Metrics System (EVMS). This position requires solid communication skills (both written and verbal) to ensure effective communication exists both internally and externally. Performance for this position will be evaluated based on the success of the overall availability. Performance will be measured against predetermined safety, quality, schedule, and cost standards. Program Managers report directly to the Director of Programs.

Responsibilities:

  • Responsible for the successful execution of programs during pre-production, production, and closeout phases
  • Hold all departments accountable for meeting schedule and cost goals throughout the duration of each project
  • Maintain and develop current Lifecycle Management System, through the use of the Earned Value Management System and daily observation of each project
  • Work with the logistics, procurement, and materials team to communicate project demands for materials in alignment with the schedule
  • Monitor cost and schedule performance across all departments; evaluate performance weekly and develop mitigation plans across multiple functional teams
  • Exercise judgement in evaluating and proactively anticipating schedule and budget deviations
  • Resolve subcontractor issues as required, in alignment with overall schedule goals
  • Monitor EIDP completion to support project quality requirements and schedule goals
  • Monitor and manage the Change Process across all departments; monitor incoming change from customers, ensure change is processed quickly and accurately through contracts/subcontracts team, ensure change is quickly incorporated and funded into the integrated schedule, and monitor successful execution within production
  • Coordinate communication and feedback with customer (IDRs, PDR, CDR, etc.) to resolve technical issues where additional guidance is required
  • Proactively manage conflict in a collaborative working environment; support meetings and tasking as assigned by Director of Programs


Basic Qualifications:

  • Bachelor's Degree in Engineering and 7 years work experience or equivalent experience
  • Experience in Program/Project Management to plan, schedule, and budget effectively to meet short/long-term strategies
  • Experience in Cross-functional Management to prioritize business needs, allocate resources, and align goals to deliver on commitments
  • Ability to develop concepts and strategies and effectually communicate them to others
  • Ability to develop business relationships and effectively work with internal and external stakeholders
  • Ability to organize and adjust schedules to meet customer requirements and changing priorities within a dynamic environment
  • Ability to identify and assess Risks & Opportunities throughout the duration of the program
  • Ability to understand and analyze problems and collaborate to explore identification of solutions
  • Ability to develop and deliver clear and concise data analytics, reports, and presentations to internal/external leadership


Desired skills:

  • Degree in Engineering, Optical Engineering ideal. Master’s preferred
  • Certification in PMI Project Management Professional (PMP)
  • Experience in Government/Commercial Electronics, Mechanical, Space
  • Experience in Financial Management/Controls
  • Experience in Earned Value Management (EVM)
  • Experience in Proposals, Strategic Pursuits, Business Development, or similar
  • Positive attitude and lead with a team-oriented approach

 


Salary: $140,000 - $200,000/year
