Northrop Grumman Space Systems is seeking a Sr. Staff Facility Design LeadThis position is in our Strategic Deterrent Systems Division as part of the Sentinel Ground Based Strategic Deterrent (GBSD) program in support of the United States Air Force and is located in Roy, UT.  This role may offer a competitive relocation assistance package. 

  

What You’ll Get To Do: 

Organizational Leadership: 

  • Setting a vision for and leading a diverse team of over 20 engineers and management staff to execute the Facility Design scope of work. 

  • Performing financial and performance analyses to develop and implement long-term staffing plans and process improvements. 

  • Providing mentorship and growth opportunities to the Infrastructure Design team and growing a strong leadership bench. 

Program Execution: 

  • Utilizing earned value management and other financial tools to plan, execute, and report status against a baseline scope of over $500M.  

  • Supporting the integrated planning of complex interdependent projects to support Sentinel program milestones, balancing prioritization of Engineering resources between competing projects and teams.   

  • Ensuring schedules and program plans are credible, substantiated by quantitative data, and bounded by risks and opportunities. 

  • Supporting a comprehensive risk and opportunity management program for the Infrastructure IPT. 

Communication: 

  • Establishing and maintaining strong relationships with a wide range of distinct customer communities, subcontractors, and industry partners.   

  • Providing regular briefings, reports, and other communications to executive leadership. 

  • Ensuring consistency and effectiveness of external program communications, such as contracts letters; requests for information, quote, or proposal (RFI, RFQ, RFP), and letters of technical direction (LOTD).   

Technical Excellence: 

  • Ensuring adherence to the Sentinel technical baseline and associated processes for the Infrastructure Design team. 

  • Balancing stringent quality standards for technical artifacts (e.g. Technical Data Packages, Product Data Packages) with the rapid pace of procurement, fabrication, and construction of test assets and early prototypes.    

  • Making informed decisions between conflicting technical approaches based upon program and IPT-level cost, schedule, and technical impacts and risk.   

May be required to travel up to 10% of the time.

This position's standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.

 

You’ll Bring These Qualifications: 

  • Bachelor's degree in Science with 14 years of related experience; or Master's degree with 12 years of experience; or PhD with 9 years of experience 

  • Must have the ability to obtain and maintain a DoD Secret security clearance 

  • U.S. Citizenship with the ability to obtain Special Program Access (SAP) 

  • 3+ years in a formal lead/management position. 

  • 3+ years experience with engineering and/or construction of facilities or infrastructure on U.S. Government installations. 

  • 3+ years experience managing programs or subcontracts valued in excess of $50M, inclusive of cost-type contracts, in an Earned Value framework. 

  • 3+ year of experience leading capture teams in developing and submitting competitive and compliant proposals, including at least one proposal valued in excess of $50M. 

  • 3+ Experience managing EPCM subcontractors 

 

These Qualifications Would be Nice to Have: 

  • Bachelor of Science degree in a STEM (Science, Technology, Engineering and Math) discipline and 14 years of experience; 12 years with Master’s Degree; 9 years with a PhD 

  • ICBM Experience 

  • Model-Based Systems Engineering (MBSE) experience

  • Understanding of MILCON, RDT&E, and/or other Government funding planning and programming processes. 

  • Familiarity with pre-fabricated structures and other non-traditional construction technologies, hazardous materials neutralization and abatement, both brownfield and greenfield construction. 

  • PE License in Civil/Structural Engineering 

  • Experience with DoD construction compliances including UFCs and MILSTDs. 

  • Strong understanding and broad application of engineering systems (engineering standards, configuration management, material review board, process control, tooling, facilities, software, etc.) 

  • Strong oral and written communication skills, including demonstrated experience with high value customer presentations, with ability to focus on multiple projects with competing priorities 

  • Demonstrated experience making sound decisions in uncertain and difficult situations 

Salary Range: $129,500.00 - $194,300.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
