Northrop Grumman Microelectronics Center (NGMC) of Northrop Grumman Mission Systems is seeking a Technical Services Project Manager for our Advanced Technology Lab (ATL) - located outside of Baltimore, Maryland – where we design, manufacture, and test semiconductor products for internal and commercial production customers as well as emerging technology programs. Northrop Grumman’s ATL semiconductor foundry is a unique capability supporting a range of production microelectronic devices (Silicon, Gallium Arsenide, Gallium Nitride, Silicon Carbide, Carbon Nanotubes) and providing leading edge technology development in superconducting electronics. Our devices enable a number of Northrop Grumman’s ground-based radars, avionic radars, and space systems. Our multidisciplinary foundry team enables activities from development to sustainment process engineering. ATL is responsible for all aspects of semiconductor technology including design, mask making, wafer fabrication, test, and assembly.

As a member of the ATL Foundry Equipment Engineering team, the Technical Services Project Manager will lead and direct multiple semiconductor process equipment installations and their associated facilities projects.  They will prepare project execution plans and coordinate activities between global supply chain, tool installation contractors, and ATL Equipment/Facilities Engineering personnel. They will monitor project completion from initiation through equipment commissioning to meet timeline, scope, and cost projections.  The Technical Services Project Manager will oversee projects or engagements and typically utilizes management skills more than technical skills.  They will provide technical and analytical guidance to project team(s) and identify areas of risk to project time, scope, and cost. Responsibilities include setting and managing stakeholder expectations, defining and tracking project scope, understanding project risks and providing regular status updates. The Technical Services Project Manager will also be expected to generate relevant supply chain and supporting documentation and participate in bidding and contract awarding process. Minimal travel - one to three short trips per year. #NGATL

This requisition may be filled at either Principal Technical Services Project Manager or Senior Principal Technical Services Project Manager

Basic Qualifications Principal Technical Services Project Manager:

•           Bachelor's in Science Degree with 5 or more years’ experience in semiconductor, systems engineering, or manufacturing/production; OR Master's Degree with 3 or more years’ experience in semiconductor, systems engineering, or manufacturing/production; OR PhD with 0 or more years’ experience in semiconductor, systems engineering, or manufacturing/production

•           1+ years of experience in a manufacturing environment.

•           3+ years of experience in Program and/or Project Management.

•           Experience using ERP systems.

•           Excellent communication and organizational skills

•           Previous experience with Microsoft Project or similar project planning software

•           Facilities and Industrial Engineering Floor Layout Planning

•           Technical Writing capability

•           Project / Program Management skills (proposal creation, scheduling, budget tracking)

•           Ability to travel (generally less than 5%).

•           Must have the ability to obtain and maintain Special Program Access

•           Must be a US citizen

•           3+ years of experience in Program and/or Project Management.

•           Experience using ERP systems.

•           Excellent communication and organizational skills

•           Previous experience with Microsoft Project or similar project planning software

•           Facilities and Industrial Engineering Floor Layout Planning

•           Technical Writing capability

•           Project / Program Management skills (proposal creation, scheduling, budget tracking)

•           Ability to travel (generally less than 5%)

•           Must have the ability to obtain and maintain Special Program Access

Preferred Qualifications:

•           Bachelor's Degree in a STEM (Science, Technology, Engineering, Math) field or Advanced Degree

•           Experience with using Microsoft Office Products (Word, PowerPoint, Excel, MS-Project, Visio)

•           Proposal experience, and experience in other early phases of program lifecycle

•           Prior experience operating in a dynamic environment of increasing production schedules and high delivery rates

•           3+ years of experience in Earned Value Management

•           Experience with SAP

•           Previous experience in semiconductor equipment installations

•           A current and active DoD Secret level security clearance with a periodic re-investigation OR an original adjudication date completed within the last 5 years

•           Current Special Program Access

Salary Range: $102,400.00 - $153,600.00Salary Range 2: $115,400.00 - $173,200.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
