Northrop Grumman Aeronautics Systems has an opening for a Program Manager 3 to join our F35 International team of qualified, diverse individuals with our F-35 Program Management organization. This leadership role is in-country in Weeze, North Rhein-Westphalia, Germany.

In this role you will be managing the Northrop Grumman expatriate team stationed at Rheinmetall Aviation Services GmbH (RAS) at a new facility in Weeze, Germany.  You will be supporting the F-35 Program by ensuring the on-time Stand-Up of F-35 Center Fuselage (CF) Production Capability in Weeze to meet the demands of the recurring production rate.  The responsibilities include regular customer interface and establishing and maintaining customer relationships. 

This expatriate assignment is expected to provide uninterrupted in-country leadership from early 2024 through at least the end of 2027.

Key Responsibilities

  • International On-Site / Expatriate Program Manager to establish and maintain F-35 international production capability to meet program cost & schedule objectives as well as Customer commitments.
  • Drive timely and clearly communicated decisions and recommendations to the program Directors as well as the management team.
  • Leading and directing an Expat Integrated Program Team (Expat IPT) to meet program cost, schedule, and technical performance targets.
  • Cultivating customer relationships and intimacy to develop further opportunities within the customer community.
  • Identifying challenges / issues, troubleshoot effectively, and escalate unresolved program issues in a timely manner to the appropriate level of leadership.
  • Lead the team to execute the Non-Recurring Stand-Up effort accordance with customer requirements, reach agreement with program customer regarding program needs, prepare proposals and supporting documents, support customer fact finding and negotiations to reach financial settlements. 

Personnel:

  • Provide onsite management of the expat team.  Oversee the team and supplier interface and serve as senior NGIT representative in country.  On a daily basis ensure that technical assist and support personnel comply with all related company command media, and applicable US law.
  • Ensure effective and professional working relationships are maintained at all levels while managing a variable number of in-country direct reports in a multi-functional, integrated product team environment.
  • Ensure all expats are in country with adequate residency and work permits.
  • Ensure expat personnel have the necessary equipment and supplies to effectively execute their respective statements of work.
  • Ensure all expats of record are covered under approved evacuation plans and evacuation passenger manifests.
  • Ensure all expats are repatriated to the United States in accordance with local and CONUS policies and procedures.

Execution:

  • Ensure proper planning and communication between both parties to enable effective and collaborative program management reviews (PMR), production readiness reviews (PRR) and daily interaction with local Lockheed Martin and DCMA customers. 
  • Provide local oversight of RAS quality, and schedule performance, and process adherence.
  • Ensure RAS provides visibility and develops action plans in support of risk and issues management.

Basic Qualifications

  • Bachelors degree and 10 years (or Bachelor of Science in STEM and 9 years) of related experience as defined below, OR a Master’s degree and 8 years (or Master of Science in STEM and 7 years) of related experience as defined below.
  • Related experience includes professional and/or military experience to include a background in project management, program management, engineering, capture efforts, and/or business management related functions.

Preferred Qualifications

  • Demonstrated success leading teams/and or organizations to achieve a common goal.
  • Experience in Production Operations, Tooling, and Automation.
  • Working knowledge in Program Management, Business Management, Contracts and/or Global Supply Chain.
  • Experience developing and maintaining strong customer relationships.
  • Solid understanding of business operations, budget management, and financial analysis.
  • Agility exploring complex data sets using data analytics tools (e.g., Tableau)

Salary Range: $180,600.00 - $271,000.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
