Duties

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Plans, advises on, coordinates, monitors, maintains surveillance over, and performs duties concerned with the Safety and Mission Assurance (SMA) program for the Neil A. Armstrong Test Facility (ATF).
Coordinates ATF Safety and Mission Assurance (SMA) roles and responsibilities with the ATF SMA team members by balancing workload and tasks among employees with established work-flow, skill level or occupational specialization.
Communicates any concerns, issues, barriers, recommendations, or resource needs for ATF Safety and Mission Assurance (SMA) support to directorate management.
Supports planning/reviews, institutional modifications and rehabs, new facility planning/construction, and wildlife management activities. Responsible for the overall safety and mission assurance for all institutional activities at ATF.
Serves as the ATF SMA Technical Lead for NASA and external customer test programs. Specific customers include SpaceX, Blue Origin, Sierra Nevada, among others. Responsible for the overall SMA Engineering for all test programs at ATF.
Determines the SMA resources required to support the test programs and monitors the progress of these resources to provide deliverables such as: Hazard Analyses, Explosive Safety Site Plans, Critical Lift Plans, and Health And Safety Plans.
Serves as delegated Technical Authority and Institutional Safety Authority; provides recommendations and decisions; serves on design reviews, deer hunt planning team, walk through inspections, and assessing facilities for safety and health impact.
Exercises surveillance for the Safety, Health, Reliability, and Quality Assurance of all institutional activities at ATF by making adjustments to accomplish the workload with established priorities to ensure timely completion of assigned team tasks.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:

Analyzing and articulating solutions to engineering issues and problems as they relate to accomplishing Safety and Mission Assurance requirements within the bounds of schedule and cost constraints;
Applying safety and occupational health laws, regulations, practices, and procedures to advise on or resolve technical matters dealing with occupational/environmental health and operational safety requirements;
Coordinating and monitoring an organization's Safety, Reliability and Quality Assurance program for compliance, and performing safety oversight and consultation with a focus on safe operations and practices of all programs, projects, and workers.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:

Leading, advising on, coordinating, monitoring and performing duties concerned with the Safety, Reliability and Quality Assurance program for aerospace and aeronautical programs;
Communicating technical and programmatic information to program/project, Center and Agency customers, stakeholders and/or senior management;
Planning, organizing, and implementing programs, plans, and proposals that require extensive changes in established procedures; and experience developing partnerships with organizations both within and outside the Center and Agency.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
