Duties

This position reports to the Deputy Inspector General. The Assistant Inspector General for Management:

  • Leads the OIG Office of Management (OM) and directs OM managers and plans, organizes, staffs, directs, and controls the financial and budget, human resources, administrative services, IT services, and planning functions of the OIG.
  • Assures that OIG funds are properly budgeted, expended, and controlled; human resources procedures and employee relations programs are fair and effective; equipment,supplies, and services are properly procured, maintained, and tracked; NASA accounting and budget data relating to the OIG is accurate; travel and training funds are properly expended in support of staff development; facilities are properly designed and maintained; equipment is properly inventoried and accurately reflected in the NASA Equipment Management System; personnel are properly recruited, hired, classified, and retained; information technology support is timely and effective; and that overall OM planning is effective.
  • Represents the Inspector General and Deputy Inspector General on designated external task groups such as the Council of Inspectors General on Integrity and Efficiency (CIGIE) working groups, NASA and inter-agency committees, conferences and councils, special working groups, and professional organizations.
  • Analyzes current and proposes new or amended OIG policies, procedures, and practices to improve organizational performance.
  • Responsible for supervising the Director, Resources Management; Director, IT Services; and Director, Human Resources at the GS-15 level. The AIGM ensures that OIG staff is provided financial and human resources and IT and administrative services in support of audits,investigations, and other oversight activities relating to programs and operations administered or financed by NASA.
  • Oversees human resources functions including job announcements; selection of employees; evaluation of performance; training; recommendations for awards, promotions,discipline, and adverse actions; and equal opportunity policies.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

MANDATORY TECHNICAL QUALIFICATIONS (MTQs): As part of your application package, asupplemental narrative must be uploaded addressing each MTQ listed below. No more than one (1) page per MTQ is allowed; additional informational information will not be considered. MTQs must provide specific examples that address relevant experience and accomplishments. Applicants must reflect superior technical qualifications demonstrated through leadership and management in the following MTQs.

Failure to submit a narrative statement addressing each of the MTQs may cause your application to be deemed incomplete and not be considered.

MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated results in analyzing and resolving complex program operation problems, developing and implementing innovative approaches, and assessing the results that support the organization's strategic goals and ensure mission readiness. This includes the ability to collaborate at the most senior levels of the organization to achieve mutually agreeable and acceptable solutions to complex and potentially contentious issues with significant impact on agency operations.

MTQ 2- Demonstrated leadership experience in the successful management and oversight of a diverse portfolio of administrative programs critical to a federal agency's or similar organization's mission, including 3 or more of the following: budget formulation and execution, personnel/human resources management, information technology, records management, facilities and logistics (such as property management), procurement/contracts, security and emergency preparedness, and leadership experience in organizational streamlining and performance management to improve customer service in administrative organizations.

How You Will Be Evaluated

We will review your resume and required documents to ensure you meet the basic qualification requirements. If you meet the basic qualification requirements, your application will be evaluated based on your narrative statements addressing the ECQs and MTQs. Your application may then be referred to and evaluated by an Executive Resources Panel (ERP) and will be placed in one of the following categories: Not Qualified, Qualified, or Highly-qualified. Candidates may receive an interview and/or be asked to provide a list of references. The ERP will make a recommendation to the appropriate approving authority.
