Northrop Grumman Space Systems supports the Missile Defense Agency (MDA) by providing Overhead Persistent Infrared (OPIR) data into the Ballistic Missile Defense System (BMDS). The BMDS OPIR Architecture (BOA) and Enterprise Sensors Laboratory (ESL) serve as the focal points for OPIR design, development, experimentation, systems engineering, and operational systems in support of the Command, Control, Battle Management and Communications (C2BMC) enterprise and BMDS missions. This position will be on-site in Boulder Colorado and may include relocation assistance.

The Deputy Program Manager will be responsible for supporting the Program Manager in all aspects of cost, schedule and technical performance. DPM roles and responsibilities include:

  • Engage in the preparation of program-related meetings, proposals, business plans, statements of work, ย specifications, operating budgets and financial terms/conditions of contract
  • Engage in the preparation and execution of daily programmatic activities, as directed
  • Act as a customer contact for program activities, leading program review sessions with the customer to discuss cost, schedule, and technical performance
  • Support establishment of milestones and monitor adherence to Integrated Master Plans and Schedules
  • Oversee the execution of the wider Enterprise PMO functional support (QA/MA, CM, DM, etc.)
  • Identify program problems and recommends solutions
  • Direct the work of employees assigned to the program from technical, development and administrative areas
  • Coordinate staff planning and allocation with Functional Management organizations (e.g. Engineering Department)
  • Support routine status briefings for both Northrop Grumman and internal/external customers.
  • Assist in the oversight of the earned value management system (EVMS) process, ensuring that input from CAMs is timely and accurate
  • Implement and maintain a robust, proactive Risk/Opportunity Management process
  • Support development of new business opportunities, or expands current lines of business with the customer

Basic Qualifications:

To be considered for this position, you must meet the knowledge, skills, and abilities listed below:

  • Bachelor's Degree in Business, Information Systems, Engineering, or related field.
  • Minimum of 8 years of experience with software development, system implementation and/or integration
  • Possess strong leadership and organizational skills with the ability to work effectively in an environment with multiple, often conflicting requirements and priorities
  • Experience in organizational change, change management, staff realignment.
  • Possess a proven track record in using metrics to drive performance success on managed programs
  • Active Secret clearance with ability to obtain TS/SCI clearance

Preferred Qualifications:

  • Master's degree in business, information systems, engineering or similar field
  • Program and Proposal management experience with systems scope
  • Full working knowledge of NGSP procedures and practices
  • Demonstrated capability to make difficult decisions that impact team direction and team performance outcomes
  • Ability to make sound decisions amidst incomplete data
  • Significant experience managing cost type task order/contracts with performance metrics
  • Knowledge of industry and government best practices
  • TS/SCI clearance

Salary Range: $151,900.00 - $227,900.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
