Duties

  • Provides expert technical advice, guidance, and recommendations to management and other technical specialists on critical IT issues.
  • Makes decisions or recommendations that significantly influence important agency IT policies or programs.
  • Develops and interpret policies, procedures, and strategies governing the planning and delivery of Information Technology services throughout the agency.
  • Analyzes specific problem areas pertaining to operational complexities and determining viable solutions to system redesign, modifications to existing Information Technology services, or changes to procedures for the Agency.
  • Coordinates with IT customers and stakeholders to identify improvements opportunities and coordinates with technical leads across all IT service delivery organizations to develop ways to provide service improvement for the Center and Agency.
  • Works with NASA customers, IT support contractors, and OCIO technical leads across OCIO to ensure customer requirements are met given available budget and time constraints.
  • Researches and applies a wide range of qualitative and/or quantitative methods to identify, assess, analyze and improve products and services.
  • Provides written and oral communication techniques sufficient to develop and deliver briefings, project papers, status/staff reports, and correspondence to managers to foster understanding and acceptance of findings and recommendations.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
  • Participating in complex IT projects that involve multiple parties, customer engagement, IT requirements, implementation, and ensuring effective IT interaction with customers;
  • Formulating technical IT needs and requirements of your organization to advance initiatives and improve the accessibility/usability of Information Technology capabilities;
  • Providing technical advice on a broad range of IT and cybersecurity capabilities, guidance, and recommendations to management and technical specialists on critical IT issues;
AND
If you are qualifying based on experience, you MUST also have IT-related experience demonstrating each of the four competencies listed below:
  1. Attention to Detail - Is thorough when performing work and conscientious about attending to detail.
  2. Customer Service - Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.
