Duties

Duties described below are at the highest grade advertised. Duties assigned at lower grade levels will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
Supports oversight of contractor security support services (e.g., loss prevention, physical security, uniformed patrols, emergency dispatch operations, security education/training, visitor control, mission essential infrastructure protection).
Performs investigations and VIP protection details. Maintains liaison with federal/state law enforcement, counterintelligence, and anti-terrorism agencies/activities. Conducts analysis to identify any criminal or terrorism threats.
Conducts facility security assessments and recommends, develops, implements, and maintains procedural and technical methods to enhance physical protection.
Develops design basis threat, and supports development of threat assessment, asset criticality/vulnerability assessments and exercises to assess risk to personnel and resources, and devises risk mitigation strategies.
Serves as alternate Special Security Officer (SSO), Government Security Officer for Special Programs, Top Secret Control Officer (TSCO), Classified Material Control Officer (CMCO).
Supports oversight and direction of Sensitive Compartmented Information Facility (SCIF) operations and protection of classified facilities and materials.

This position is open to U.S. citizens, nationals or those who owe allegiance to the U.S.
Position subject to pre-employment background security investigation.
You must meet qualifications requirements by the closing date of this announcement.
If selected, you will be required to complete a financial disclosure statement.
If selected, you must be able to obtain and maintain the following license/certification: Federal Arrest Authority and Special Agent.
If selected, you must be able to meet the criteria for use of a firearm in accordance with the Federal Arrest Authority.
If selected, you must be able to meet the standards and training qualifications in strict compliance with 14 CFR, Chapter V, Part 1203b.103 Security Programs Arrest Authority, and Use of Force by NASA Security Force personnel.
If selected, you must be able to obtain NASA Federal Law Enforcement Training Certification within the first 12 months of employment.
If selected, you must be able to successfully complete a Law Enforcement Exam/Physical.
This position requires the incumbent have the following License and/or Certification: Valid State Drivers License.
This position may require a one-year trial period.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-11, you must have:
a) One year of directly related specialized experience equivalent to the GS-09 level:

Assisting senior specialists with conducting review for investigative requests in a security or law enforcement capacity;
Assisting with physical security assessments of research or government facilities;
Assisting with the operation and maintenance of systems related to physical security, industrial security, and personnel security.

OR
b) Completed all requirements for a doctoral degree (i.e., Ph.D. or equivalent) in an appropriate field
OR
c) Completed 3 full academic years of progressively higher-level graduate education leading to a Ph.D. degree or equivalent doctoral degree in an appropriate field
OR
d) LL.M., if related
OR
e) Have an equivalent combination of experience and graduate study as discussed in a), b), c) and d) above

To qualify for GS-12, you must have one year of directly related specialized experience equivalent to the GS-11 level:

Preparing criminal or administrative investigations in a security or law enforcement capacity;
Evaluating facility or government facilities security assessments and makes recommendation to develop, implement, or maintain procedural and technical methods to enhance physical protection;
Working with senior specialists on the security solutions and providing technical guidance on information system security.
