Duties
- Initiates, interprets, develops, and recommends policies and procedures for establishing and maintaining the NASA Office of Small Business Programs (OSBP).
- Provides small business advice and counsel to management, business, and technical personnel as it relates to their small business programs.
- Attends and actively participates in NASA-sponsored small business outreach events and NASA small business committee meetings.
- Maintains a program designed to locate capable small business sources, for current and future acquisitions.
- Coordinates inquiries and requests for advice from small business concerns on acquisition matters. Assists small businesses with payment issues.
- Identifies portions of NASA requirements that can be performed by small businesses. Reviews small business set-aside recommendations and coordinates with the Small Business Administration (SBA) Procurement Center Representative (PCR).
- Conducts market research, planning, economic and business analyses, and feasibility studies to identify actual or potential problem areas, trends, and areas of imbalance in the operation of Small Business Programs.
- Develops annual small business goals and reports on progress to management. Ensure data is correctly entered into FPDS-NG. Extracts small business data from standard and ad-hoc reports from sam.gov.

- Current Federal employees must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.

- This is a bargaining unit position - American Federation of Government Employees - Local 513.
- A one-year probationary period may be required.
Qualifications
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Providing guidance and assistance to small and socio economic business programs;
- Applying laws, regulations, policies, and guidance pertaining to the Government's small and socioeconomic business programs; and
- Developing and/or coordinating strategies and programs to promote and monitor the full integration of all types of small businesses into the Government's industry base.
