Duties

The Director, Workforce and Collaboration Services:

  • Directs and oversees the provisioning of enterprise-level IT services in the areas of collaboration, workplace, mobility, print and Identity, Credential and Access Services, emphasizing the customer experience while ensuring service level agreements are met or exceeded and operations or deployment meet Federal and NASA security requirements.
  • Collaborates with other Service Lines, Agency Level Offices (ALOs) and Centers to ensure services and technologies are coordinated and integrated across service providers to ensure a positive customer experience and information assets are protected. Partners with Center CIOs to establish Enterprise services, processes and procedures that meet Agency and Center needs.
  • Oversees effective IT program and project management for various projects supporting enterprise IT services. Ensures that IT services programs and projects are effectively resourced, on schedule, within budget; and develop results in alignment to supporting the agency's missions.
  • Ensures program goals and objectives are achieved, risks are effectively managed or mitigated, performance is monitored and improved when necessary, and that all program documentation meets NASA policy requirements and audit recommendations.
  • Develops and oversees the alignment and integration of governance processes, organizational roles and responsibilities, business processes, and IT service delivery processes and procedures to ensure effective and efficient IT services across the Agency.
  • Plans, establishes, and implements NASA policies, procedures, requirements and standards that affect and govern information systems and technologies, ensuring a positive customer experience and enabling mission success.
  • Prepares and presents briefings on study findings, technology and management alternatives, and recommendations for transformation of the NASA IT service environment to one that enables the mission, is secure and efficient, and satisfies the customer.
  • Responsible for IT portfolio management and oversight of NASA's IT services to include infrastructure services, applications, and information management. Oversees staff responsible for setting strategy and ensuring optimal service delivery and asset management for IT services and ensures IT services and assets are protected against cyber security threats and vulnerabilities.
  • Responsible for building teams and collaboration within NASA's IT community, with stakeholders, and providing quality customer service to NASA employees, missions, and mission support organizations. Establishes and regularly assesses program measures and ensures the status of measures are regularly shared with Center CIOs, Center Information Security Officers (CISOs), and the community.
  • Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA.   • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. MANDATORY TECHNICAL QUALIFICATIONS:

MTQ 1- Demonstrated experience leading an information technology (IT) services organization to deliver enterprise-level and custom IT products and services; overseeing change management initiatives, service-level agreements, and meeting Federal security requirements.

MTQ 2- Demonstrated experience in aligning IT portfolio management and oversight of IT products and services with customer requirements to create positive customer experiences and business value.

Must be able to obtain and maintain a Top Secret/SCI security clearance.
