Duties

  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Plans, coordinates, and leads major development and/or operations efforts within the Earth Science Data Information System (ESDIS) project.
  • Provides leadership and technical direction in development and operation of Earth Observing System Data and Information Systems (EOSDIS) science data system capabilities.
  • Ensures systems, subsystems, tools, services, software and hardware elements, processes, documentation, development and adoption of new capabilities, and adherence to policies, procedures and recognized science data and metadata standards.
  • Supports the definition or development of functional and performance requirements, statements of work, project charters, and schedules. Evaluates technical proposals and monitor and assess work performance against project standards.
  • Identifies and assesses potential improvements in systems, tools, and services to increase the utilization of earth science data and to define requirements, approve designs, and oversee implementation of these improvements.
  • Works with stakeholders and communities of science data and services users to resolve problems, develop and specify requirements for the modification of existing systems, or to define requirements for new science data systems and capabilities.
  • Represents ESDIS and interfaces with NASA organizations, science teams, working groups and other US agencies, and to International or commercial science data system partners, to coordinate the development and operation of EOSDIS capabilities.
  • Contributes to ESDIS’ yearly Planning, Programming, Budgeting, and Execution (PPBE) process activities, as well as a variety of ongoing resource and cost estimates, tracking and budget execution monitoring activities.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

NASA utilizes OPM-approved qualification and rating requirements specific for Aerospace Technology (AST) positions which recognizes NASA's unique aerospace work. The specific qualifications and minimum education requirements are further described below and within the education section of the job announcement.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
  • Contributing to new designs, development or deployment of a science data system including data processing, data distribution, data query, and/or end user system interfaces; applying software technologies;
  • Working with developers and users to adapt software systems to new or emerging technologies;
  • Organizing project work based on project goals; tracking progress, coordinating efforts with system leads, monitoring progress and evaluating outcomes to accomplish goals.

To qualify for GS-15, you must have one year of directly related specialized experience equivalent to the GS-14 level:
  • Leading the design, development or deployment of a science data system including data processing, data distribution, data query, and/or end user system interfaces utilizing current software technologies;
  • Leading and/or overseeing the development of adapt software systems for ground/mission operations for new or emerging technologies;
  • Defining or developing functional and performance requirements, statements of work, project charters, and schedules, and/or evaluation work performance or technical proposal against those defined standards.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus; and that provided an in-depth knowledge of theoretical and practical applications of computer science, including digital computer system architecture and system software organization, the representation and transformation of information structures, and the theoretical models for such representations and transformations.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
