Duties

  • Develop and implement policies, procedures, standards, training, and methods for protecting information, personnel, property, facilities, or operations, from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss.
  • Develop NASA policies and procedures for the request and deployment of Counter-Unmanned Aircraft Systems (C-UAS) for major NASA operational activities (such as crewed spaceflight launches).
  • Coordinate with Federal Partners (Department of Defense, Department of Justice and Department of Homeland Security) to facilitate C-UAS for major NASA operational activities.
  • Serve as subject matter expert on the threat posed by Unmanned Aircraft Systems (UAS) to NASA and U.S. Government people, facilities, and operations.
  • Develop and deliver education and awareness information on UAS threats and UAS observation reporting procedures to the NASA workforce.
  • Work with appropriate NASA offices to create and deliver information campaigns to municipalities surrounding NASA Centers/Facilities to prevent UAS incursions onto NASA properties.
  • Develop procedures for NASA Protective Services Offices to investigate unauthorized UAS sightings in order to determine if they pose a threat; maintain records of all such investigations for analytical purposes.
  • Assist Centers/Facilities in requesting C-UAS support from Department of Defense, Department of Justice, Department of Homeland Security or other U.S. Government Department/Agency with C-UAS authority and capability.

  • Position subject to pre-employment background security investigation.
  • You must meet qualifications, time in grade, and 90 days after competitive appointment requirements by the closing date of the announcement.
  • If selected, you will be required to complete a financial disclosure statement.
  • If selected, you must be able to obtain and maintain the following license/certification: Federal Arrest Authority and Special Agent.
  • If selected, you must be able to meet the criteria for use of a firearm in accordance with the Federal Arrest Authority.
  • If selected, you must be able to meet the standard and training qualifications in strict compliance with 14 CFR, Chapter V, Part 1203b.103, Security Programs Arrest Authority, and Use of Force by NASA Security Force Personnel.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.


To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
  • Planning and implementing a comprehensive physical security program designed to protect NASA personnel and facilities;
  • Providing oversight of a security program to protect information, personnel, property, facilities and operations from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss;
  • Investigating security issues related to Unmanned Aircraft Systems (UAS) threats and Counter-Unmanned Aircraft Systems (C-UAS) to resolve threat-based incidents and provide recommendations for a solution.
