Job description
Duties
- Authority for ensuring compliance with all appropriate fire and life safety codes for projects, programs and facilities at NASA Ames Research Center. Manage, develop, plan and direct the operation of scheduled code compliance inspections.
- Evaluate all reported non-compliance issues against NASA Technical Standard 8719.11 Safety Standards for Fire Protection, California Fire Code, National Fire Protection Association codes and standards contained within the National Fire Codes.
- Serve as lead Fire Investigator and perform technical investigations of fire incidents to determine origin and causes of fires. Assist or be a member of investigation teams, as required and assigned by Center Director.
- Work with fire protection engineers, Safety Office, interpret fire protection criteria and standards for new construction. Assist in the development of contracts and statements of work for fire protection and fire prevention systems.
- Observe and evaluate NASA Ames Fire Department (NAFD) exercises and drills for all aspects of its operations, including structural and airfield rescue and firefighting exercises, live training fires.
- Serve as Contracting Officerβs Representative (COR) for the on-site fire services contract. Oversee contract business operations for fire protection and prevention and ensures contractor meets all requirements.
- Prepare and present fire protection and fire prevention training presentations for Ames/Moffett Field complex personnel, including tenants and resident agencies.
- Develop and implement a comprehensive fire protection, prevention, and life safety program for the NASA Ames/Moffett Field complex.
- Participate in fire protection and prevention conferences and technical interchange meetings to develop and update Agency policies, practices, procedures and standards.
- Coordinate with NAFD to ensure maintenance and operational order of all fire apparatus and equipment, aircraft egress operations, ladder and pumping operations, hazardous materials, technical rescue, emergency medical response and other tasks.

Qualifications
Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.
To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level:
- Leading and managing compliance as the Authority Having Jurisdiction for projects, programs and facilities in all matters of fire prevention, fire protection, life safety, and fire investigations;
- Providing technical engineering guidance and oversight to review, revise, and implement: specifications, technical manuals, standard designs, criteria and/ or guidelines pertaining to fire protection and prevention; and
- Overseeing and contributing guidance related to the development of contract business operations for fire protection and prevention systems.
Education
You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree.

To be acceptable, the program must: (1) lead to a bachelor's degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics
OR
Have a combination of education and experience: college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering.
The adequacy of such background must be demonstrated by one of the following:
1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT), or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those individuals who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an individual who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE) examination or any other written test required for professional.
3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements.
4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor's degree in engineering, provided you have had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience. (The above examples of related curricula are not all inclusive.)
