Duties
This position reports to the SOMD Deputy Associate Administrator. The Director Cross-Directorate Technical Integration Office:
- Responsible for overall SOMD integration efforts for enabling architecture, mission planning and provides technical direction for deep space activities (Moon, Mars and other potential human missions). Directs strategic architecture and mission planning activities and makes recommendations to the SOMD DAA and stakeholders.
- Responsible and accountable for overall SOMD technical integration activities. Provides high level direction for SOMD programs' integration with Artemis, Science and Commercial missions.
- Defines and implements SOMD cross program engineering integration, risk management plans and processes to ensure deliverance of functional integrated systems and missions that meet Agency goals.
- Participates in the directorate's program management processes and as directed by the AA, will provide inputs on the directorate's resource allocations, staffing, and program management.
- Provides expert technical and programmatic advice for the SOMD AA for major elements concerning interface control, program baseline determination, program integrated performance assessment and control integrated risk assessment and management.
- Works with Mission Directorates (MD) and across multiple Centers to ensure timely technical integration plans and NASA missions. Resolves technical and programmatic problems and issues with relevant Programs and MD offices. Elevates issues to the SOMD AA or Deputy AA when necessary.
- Interfaces with stakeholders and NASA mission directorates to manage the overall effort across SOMD to ensure deliverance of Science, Moon to Mars and commercial Lower Earth Orbit (LEO) objectives. Serves as the SOMD cross-directorate Federated Board representative.
- Works with the Moon to Mars Strategy and Architecture Office and the Systems Engineering and Integration Office to define Exploration Systems Development MD (ESDMD) requirements, standards and provide technical feedback to ESDMD special studies and assessments to ensure SOMD program input/impacts are addressed.
- Coordinates SOMD's support functions with other NASA MDs; identifies synergies between SOMD's exploration efforts in LEO and the other MDs' activities; and, when appropriate, leads early planning activity for future execution of deep space missions under SOMD.
- Works with MDs to assess concepts of operations, program level requirements, standards, interface definitions, and processes across to ensure an integrated end-to-end mission. Interfaces with the Office of the Chief Engineer, Safety and Mission Assurance, Health and Medical on technical issues, and with Center Directors to coordinate resources to accomplish assigned goals.
- Evaluates and recommends Artemis architectural approaches as they impact SOMD programs. Identifies and recommends opportunities for major improvements through reinvention or re-engineering.
- Maintains relationships with industry, academia, and other government agencies to ensure the technical excellence and relevance programs. Attends and participates in national and international symposia and seminars related to future space and technology programs.
- Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA. - The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
- Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
- Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
- Successful completion of pre-employment and random drug testing may be required.
- Must meet qualifications requirements by the closing date of this announcement.
Qualifications
To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.
If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the MTQs. Any ECQs submitted will not be considered. Your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification.

MANDATORY TECHNICAL QUALIFICATIONS:
MTQ 1- Demonstrated experience in assessing concepts of operations, program level requirements, standards, interface operations and processes for human space exploration programs (e.g. commercial space, science and research, launch services, and crew support) in a complex matrixed organization.
MTQ 2- Demonstrated experience in providing technical integration of human spaceflight and/or space exploration engineering products and services across matrixed engineering organizations.
Education
This position has a positive education requirement. To be eligible, you must clearly state in your resume the following: degree, major and/or minor, and college/university.
A bachelor's degree from an accredited college or university with major study in engineering, physical science, mathematics, life sciences, computer science, or other field of science.

Must be able to obtain and maintain a Top Secret/Sensitive Compartmented Information security clearance.
NASA may discuss and consider candidate duty station location after selection, which means that the duties can be performed at any NASA location. The selected candidate will need to relocate and report to an on-site NASA location or duty station, which may be different from where he/she currently resides.
