This position is for a Functional Homeroom manager who will oversee the day-to-day change management activities at either the Space Park/Redondo Beach, CA or the Rancho Bernardo, CA site. The selected candidates will provide functional homeroom management, assignment management, and technical contributions as part of a team for the Air Systems Integration Organization.
SYSTEMS ENGINEERING SECTION MANAGER RESPONSIBILITIES INCLUDE:
- Lead team of 10-15 systems engineers with grade level ranging from T01 through T06, including college and high school interns.
- Provide personnel with career development, employee engagement, mentoring and coaching.
- Coordinate with programs for staffing, recruiting, training, preparing, and delivering performance evaluations to employees, evaluating/recommending employees for promotions, evaluating salaries and coordinating with Human Resources on potential adjustments, assisting employees in preparing performance goals, providing career guidance to employees and counseling employees on their performance as necessary.
- Forecast and lead workload for each team member.
- Develop and improve personnel and organizational technical skills.
- Work with Human Resources to mediate and resolve personnel issues.
- Ensure process alignment through the work of direct reports, support program milestone reviews and deep dives, and assists in development and implementation of division objectives.
- Work closely with managers of other engineering disciplines, program managers, and IPT leads.
- Champion change within the organization, to achieve competitive advantage for the division and sector.
- You should demonstrate a commitment to ethics and integrity, and the capability to innovate while challenging traditional ways of doing business. Demonstrate abilities to build diverse and inclusive teams with high levels of engagement, including mentoring and coaching. Excellent verbal and written interpersonal skills are required.
PROJECT ENGINEERING SECTION MANAGER DUTIES INCLUDE:

- Develop and/or execute change request project packages and proposal support with responsibility for technical statement of work (SOW), cost and schedule.
- Generate, maintain, and present metrics on production change implementation.
- Oversee functions to ensure complete and comprehensive proposal estimates, schedules, and SOW for program leadership approval.
- Coordinate with the customer on proposal issues and meeting milestones/delivery dates.
- Manage internal major change boards. Identify action items and manage to closure.
- Provide visibility and change project development and/or execution status to upper management. Provide recommendations to program leadership and the team for any work around to meet critical milestones. Coordinate with program leadership and customer to resolve issues and improve processes.
- Deploy Project Engineers and support organizations to ensure effective change management, change package development, coordination through the change board structure and managing the change through execution.
- Position requires proven skill in leading initiatives and the ability to interface with all levels of management and employees.
- Travel will be required minimum 25%.

BASIC QUALIFICATIONS:
- Must have a BS in Electrical, Computer, Mechanical engineering, computer science, or other STEM degree, and 9 years industry experience (7 years with Master's, 5 years with PhD).
- Must have an active DoD Secret clearance; ability to obtain Special Program Access (SAP).
- A minimum 2 years of Systems Engineering Experience.
PREFERRED QUALIFICATIONS:
- 3 years of experience in lead or first level manager role in a technical engineering capacity.
- 5 Years Systems Engineering Experience.
- 3 Years System Level Integration Experience.
- Demonstrated system ownership experience in requirements analysis, architecture development, integration, or verification.
- Minimum of 5 years combined experience in any of the following: Systems Engineering, MBSE, System Integration, System Test and Software Test Engineering.
- Currently executing Strike Statement of Work
