Accountant

Duties

Serve as subject matter expert on analysis, validation, and reconciliation of integrated accounts within the accounting system. Review and implement applicable accounting principles and NASA accounting procedures, policies, and guidelines.
Review guidelines for a variety of accounting programs and provide advice and guidance on analysis, processes, methods, and resolution of problems related to the recording and control of financial accounting data to ensure integrity.
Evaluate accounting and financial management data to determine legal and regulatory compliance, workflow, and other financial considerations.
Execute high level data analysis and integration and provide explanations regarding the data. Develop and/or update manuals, methods, and directives for the validation of data.
Provide recommendations for implementation based upon analysis.
Responsible for meeting constantly changing deadlines and accepting new assignments without exact requirements.
Review reconciliations, reports, and conduct quality reviews to ensure accuracy and timeliness.
Serve as an interface for financial audits, reviews, and assessments.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level.

Analyzing and/or reconciling a variety of budgetary and proprietary accounts and transactions in a financial system with an emphasis on data integrity for financial reporting;
Researching the root causes of errors impacting processes or the Standard General Ledger and applying knowledge of cross-functional SAP (or equivalent) transactions to assist with solutions;
Making recommendations on financial management or accounting related process improvements.

Education

A. You must have successfully completed a full 4-year course of study in an accredited college or university leading to a bachelor's or higher degree that included a major in accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing")

OR

B. Have a combination of education and experience: Have at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

Your background must also include one of the following:

1. 24 semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) you have successfully worked at the full-performance level in
accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that you have demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, your education, training, and experience fully meet the specified requirements.
