Northrop Grumman Mission Systems (NGMS) is seeking a Director of Programs 1, located at our Linthicum, MD or Rolling Meadows, IL campus, to provide leadership for the Advanced EOIR and Space (AEOIR & Space) Operating Unit (OU) within the Advanced Missions (AM) Business Unit that spans both BWI and Rolling Meadows campuses. Advanced Missions resides within the Emerging Capabilities Development (ECD) and leads the development of next generation multifunction sensor and communications systems.. The Advanced EOIR and Space organization is responsible for creating innovative solutions to our customer’s most challenging sensor problems by developing enabling technologies and integrating them into next generation sensor systems. Key technologies applied in the development of advanced systems include passive staring sensors, active EOIR LIDAR sensors, advanced algorithms related to EOIR applications, survivability missions, and other space technologies.

 

What You’ll get to Do:

The AEOIR & Space OU Director will lead a team of program managers and matrixed technical staff to develop and implement a strategy to create the next generation of EOIR sensor technology in the areas of sensing applications, survivability missions, and space technology. Transition platforms include air superiority systems, tactical aircraft, ISR platforms, and weapons. The OU team will also be responsible for developing the key technology enablers of these next generation systems, including EOIR passive and active sensors, optics, Geiger-mode avalanche photodiode (GmAPD) cameras, advanced algorithms for detecting and tracking, survivability enhancement technology, pointing mirror assemblies/gimbals, quantum EOIR applications, and threat warning sensors. Collaboration with the other organizations in ECD will also be critical to success and common enterprise building blocks will be applied as often as possible.

The Director will be responsible for investment strategy, business capture planning, program management, organizational/staff development, and meeting OU profit and loss (P&L) objectives.  A primary responsibility will be growing the Contract Research and Development (CRAD) business portfolio for the sector by capturing and executing CRAD programs with the DoD R&D community. Success in this position will require the development of close customer relationships and working with the CRAD customer community to shape and create new programs that are aligned with the sector strategy.  The ultimate goal is to create technologies and programs that lead to profitable transition programs in the production business units.

The ideal candidate will have a technical background in EOIR sensors and enabling technology with an understanding of financial management/planning, DoD contracting, program management, and strategic planning. The candidate should have experience working with restricted customers on special access programs (SAPs) and be comfortable working in SAP spaces using secure communications to interact with customers and partners. The majority of the programs in this OU will be SAPs and building close customer relationships in the SAP community will be critical to success.

Other responsibilities include:

  • Providing overall team leadership to include fostering a culture of diversity, inclusion, and pioneering innovation.
  • Creation of new and innovative program concepts and develop business opportunities.
  • Creation of an annual operating plan for new business awards and sales and ensuring the organization is meeting its planned objectives.
  • Ensuring programs are meeting cost, schedule and technical performance objectives and participating in the negotiation of contracts and contract changes.
  • Coordinating the preparation of proposals, business plans, proposal work statements and specifications, cost estimates, and financial terms/conditions of contract.
  • Acts as customer contact for program activities, leading program review sessions with customer to discuss cost, schedule, and technical performance.
  • Leading business development efforts to expand current programs and capture of new programs.
  • Developing new business opportunities through long term strategic planning, capture planning, and development of proposals and business plans.
  • Establishing milestones and monitoring adherence to master plans and schedules, identifying program problems and obtaining solutions, such as allocation of resources or changing contractual specifications.
  • Directing the work of employees assigned to the program from technical, manufacturing, supply chain, mission assurance, business management, and other areas of the program.

Basic Qualifications:

  • Bachelor's Degree and 10 or more years of relevant experience, a Master’s Degree and 8 or more years of relevant experience, or PhD and 5 or more years of relevant experience.
  • Demonstrated success in managing projects to cost, performance, and schedule requirements.
  • Demonstrated success in leading and developing cross functional teams.
  • Ability to travel up to 25%.
  • A current active DoD Secret security clearance or DoE equivalent (active clearance is required to be considered)

Preferred Qualifications:

  • Experience interfacing with DARPA and other S&T (Science and Technology) customers in the development of advanced electronics.
  • Detailed knowledge of the DARPA planning, program creation, and program management processes.
  • Three years of functional/program management experience in military/defense systems.
  • Technical MS or PhD degree (math, engineering, science).
  • Active SAP and SCI clearances or ability to obtain them.

Salary Range: $200,100.00 - $300,100.00

The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.

Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
