The Defense Strategic Space Directorate at The Aerospace Corporation has an opening for a highly motivated Microelectronics Industrial Base Senior Engineer and Advisor to support an exquisite group of hand-selected personnel—tasked by the highest levels within the Department of Defense—to help ensure the DoD is prepared for the future by strengthening the domestic microelectronics Defense Industrial Base, and by developing and transitioning groundbreaking microelectronics technology into our systems. As part of this team, you will be ultimately responsible for shaping the future supply chain of the Department, as well as the Nation. As a member of this group, the successful applicant will participate in identifying key focus areas to improve the Department’s ability to source and use microelectronics vital to sustain programs and coordinate with, and support as needed, interagency efforts on bringing manufacturing and part, or all of the supply chain back to our own shores. This is a hybrid position based in Crystal City, VA. The candidate should expect to work up to an estimated 4 out of 5 days of in-office work.
What You’ll Be Doing
Acts as senior technical authority, consultant, primary investigator, or team leader. May lead or organize interfaces between customers' and Aerospace technical and management staff. Coordinates large-scale technical efforts across program/project lines.
Develop near, mid and long-term objectives that improve the Department’s assured access to secure microelectronics necessary to sustain current and future programs of record
Assemble, understand, and evaluate the current status of DoD, interagency, and industry microelectronics efforts including non-defense unique commercial microelectronics
Develop and support current-year initiatives for potential reprogramming, as coordinated with the comptroller and other senior government officials
Author future-year issue papers for consideration in the program reviews
Help the team understand resource requirements and appropriate planning and programming documents to establish current and future microelectronics funding needs, including out year funding requirements
Coordinate with Military Departments, other DoD Components on congressional requirements and notifications relating to the team’s initiatives
Collaborate and integrate across organizational and functional boundaries in DoD, among other U.S. departments and agencies, and with industry to sustain key expertise, infrastructure, production sources and reduce cost/risk resulting from reliance on foreign components, diminishing manufacturing sources, materiel shortages, and counterfeit parts
Recommend comprehensive and fully integrated policies, strategies, plans and resourcing decisions
Help craft the plan for monitoring the implementation of approved policies, strategies, plans, and resourcing decisions approved by the Secretary of Defense
Contribute to the overall framework for implementing a microelectronic strategy across the DoD
What You Need to be Successful
Minimum Requirements:
Bachelor’s degree in STEM field or other appropriate subject area
10 or more years of increasingly responsible profession engineering/scientific experience, including microelectronics programs in the areas of design, verification, fabrication, packaging, technology node access, integrity, trust, and assurance
Demonstrated and proven experience dealing with both industry and government specific to microelectronics
The ability to obtain and maintain a DoD secret clearance, issued from the US government. U.S. citizenship is required to obtain a security clearance
Strong analytical and communication skills with attention to technical and management details
How You Can Stand Out
It would be impressive if you have two or more of these:
Advanced degree in STEM field or other appropriate technical subject area
Active TS/SCI clearance
15+ years of proven experience with industry and government working supply chain issues, specializing in microelectronics
Previous experience working with the DoD and DoD senior leadership
Experience with DoD acquisition process, sustainment and supply chain management
Demonstrated microelectronic industry experience
Microelectronics fabrication experience
Demonstrated experience developing microelectronics supply chain strategies
In-depth understanding of the industrial microelectronics supply chain, and ability to inform senior leadership
Demonstrated project management experience leading/supporting multi-disciplinary teams with a highly technical staff
An understanding of the need/purpose of radiation-hardened microelectronics, the nation’s limited radiation test facilities, and future alternative sourcing
