Description:This Contracts Management role will support a Corporate Focus program within the National Security Space Line of Business. The selected candidate will be an individual contributor on a team, and must independently perform non-routine and moderately complex assignments with minimal supervision and direction. Candidates should possess ability to lead tactical and strategic aspects of the contracting process from Request to Proposals (RFPs), Contract Negotiation and Administration, and Contract Closeout. You will support proposal preparation, negotiation, and contract administration. You will develop and apply solutions to problems requiring the use of a high degree of ingenuity and creativity. You will review customer requests for proposals and offer alternate approaches to mitigate risks involving schedule, cost, specifications, etc. You will maintain communication with cross-functional organizations and customers to ensure compliance with contractual obligations and to execute the required actions on time. You will ensure contract documents are consistent with agreements reached at negotiations. Since establishing internal and external customer relationships is imperative, this role may require occasional domestic travel to meet business and regulatory needs.

The selected candidate will provide risk assessments and document alternative approaches to mitigate risks, including alternative contractual language. Document and understand contract changes involving cost, specifications, schedules, etc.. Collect and analyze data, identify trends, and report contract status data to contracts team, management and customers. You will monitor contract performance, identify and status issues to Contracts team for action. You will work closely with Contracts and program teams to improve contract management performance. Manage ad hoc data requests and work closely with immediate team to spot performance trends.

All team members must maintain the highest standard of ethics while implementing Lockheed Martin corporate and local policies and procedures.

Proposal Preparation and Coordination
• Review and summarize customer Requests for Proposal (RFPs) for new business efforts and/or modifications to existing contracts.
• Perform as a Contracts team member on competitive commercial and Governmental pursuits.
• Provide contractual recommendations and research alternative approaches to contract execution through contract language revisions.
• Coordinate proposal generation and submission, collaborate with other functional areas to understand and document significant contract changes that frequently impact cost and schedule.

Contract Management and Negotiations
• Support a portfolio of new business captures (commercial and government) and existing commercial and FAR/DFARS-based contracts.
• Collaborate with associated functional organizations and customers to ensure conformance with contractual obligations, remain cognizant of potential or existing problem areas, and implement required corrective actions.
• Continuously evaluate contract performance.
• Create and maintain enduring relationships with internal and external customers to facilitate timely and transparent communications.
• Identify risks and contract issues and effectively address them in a timely manner.
• Exercise initiative and work in an independent manner as often as possible.
• Work directly with multiple customers developing critical relationships on various contracts (CPFF, CPIF, CPAF, T&M, FPI, FFP, IDIQ, and OTA).
• Ensure final contract documents are consistent with agreements reached at negotiations.

Contract Closeout
• Ensure timely contract closure by supporting closeout activities as required by terms and conditions.
• Update contract closeout schedules and coordinate with functional areas to drive closure of administrative tasks as required by company policies and federal regulations.
Basic Qualifications:
• Bachelor’s degree from an accredited college with 2+ years of experience.
• Master’s degree with no experience
• Years of experience in lieu of degree will also be considered.
• You will need to be a US Citizen and be able to obtain, and maintain a clearance, including drug and background checks.
• Strong business acumen with the ability to clearly recognize risk elements in business transactions, providing governance to the program team in carrying out the terms of the contract.
• Exceptional verbal and written communication skills.
Desired Skills:
• Experience with procurement regulations in all aspects of the contract life cycle including proposals, administration, and close-out.
• Contract negotiation experience.
• Knowledge of Lockheed Martin’s policies and procedures and business systems.
• Self-starter, requiring little direct supervision, and the ability to comprehend new financial and business concepts.
• Demonstrated ability to interface at next level of management both within the company and as the external company representative with our customer(s) representing contracts, technical, business, and program issues professionally and clearly.
• Proven exceptional strategic communication skills, both written, verbal, and presentation, to effectively communicate business cases to all levels of peers, suppliers, and program management, with an ability to effectively communicate complex concepts.
• Contract analysis experience and experience with various contract types and contracting vehicles.
• This individual will have demonstrated abilities to develop customer relationships and have participated in proposal development.
• Possess excellent relationship-building skills with peers, leadership, and suppliers.
• Ability to influence positive business outcomes with facts, reason, and the ability to convey the company’s positions through exceptional oral and written communication skills.
• NCMA and/or IACCM certification is highly desired but not required.
Security Clearance Statement: This position requires a government security clearance, you must be a US Citizen for consideration.

Ability to Work Remotely: Onsite Full-time: The work associated with this position will be performed onsite at a designated Lockheed Martin facility.
Work Schedules: Lockheed Martin supports a variety of alternate work schedules that provide additional flexibility to our employees. Schedules range from standard 40 hours over a five day work week while others may be condensed. These condensed schedules provide employees with additional time away from the office and are in addition to our Paid Time off benefits.
Schedule for this Position: 4x10 hour day, 3 days off per week
Pay Rate:
The annual base salary range for this position in California and New York (excluding most major metropolitan areas), Colorado, or Washington is $61,300 - $117,500. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate's work experience, education/ training, key skills as well as market and business considerations when extending an offer.

(Washington state applicants only) Non-represented full time employees: accrue 10 hours per month of Paid Time Off (PTO); receive 40 hours of Granted PTO annually for incidental absences; receive at least 90 hours for holidays. Represented full time employees accrue 6.67 hours of PTO per month; accrue up to 52 hours of sick leave annually; receive at least 96 hours for holidays. PTO is prorated based on hours worked and start date during the calendar year.
This position is incentive plan eligible.
Pay Rate:
The annual base salary range for this position in most major metropolitan areas in California and New York is $70,500 - $132,800. Please note that the salary information is a general guideline only. Lockheed Martin considers factors such as (but not limited to) scope and responsibilities of the position, candidate’s work experience, education/ training, key skills as well as market and business considerations when extending an offer.
