Duties

  • Perform workforce planning and analysis which includes updating the Workforce Planning System, monthly forecasting of Full Time Equivalent (FTE) by name, end of the year FTE projections, and track gains and losses.
  • Coordinate FTE charging with supervisors and Chief Financial Officer, generate monthly variance analysis, annual workforce analysis, determine supply, work with Division Chiefs, determine demand and skill-mix levels and make corrective actions.
  • Lead the Federal Activities Inventory Reform (FAIR) Act, Workforce Analytics Labor Landscape - Estimates (WALL-E) Planning, Programming, Budgeting, and Execution (PPBE) Data Call, Conference Reporting, and Purchase Requisitioner.
  • Serve as Alternate Contracting Officer Representative (COR)/Technical Monitor Representative's (TMR). Assist COR/TMR in his/her duties, acts for COR/TMR in their absence and work with Contracting Officer (CO) on contract guidance and directions.
  • Use a variety of complex analytical techniques including knowledge of the Contractor Performance Assessment Reporting System.
  • As the Alternate COR, use a variety of analytical techniques to coordinate and integrate requirements to determine appropriate level of contractor support.
  • As Alternate Contracting Officer Representative (COR), review and approve contract Data Requirement Deliverables that include monthly financials. Chair COR/Program Manager Meetings. Provide contract rates for PPBE activities and budget exercises.

Qualifications

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

To qualify for GS-13, you must have one year of directly related specialized experience equivalent to the GS-12 level:
  • Supporting the development of multi-year budgets in support of Programming, Planning and Budget Execution (PPBE), financial execution, and annual budget execution;
  • Reviewing or analyzing business or financial and budget data for status of funds, baseline/performance and milestone tracking, or variance analysis, and providing assessments or recommendations for action;
  • Communicating both orally and in writing to a variety of diverse audiences at all levels.
