Candidates must comply to purchasing policies, procedures and program requirements. Responsible for all subcontract proposal activity on multiple programs, with specific support to the Enterprise Strategic Sourcing (ESS) team and the Optical Payload Center of Excellence (OPCOE) team.
Responsible for preparation and issuance of RFP/RFQ's, researching and evaluating qualifications of procurement sources, preparing detailed evaluations of proposals, developing negotiation strategies and negotiation scope to target costs.
The position will manage and lead a matrix Subcontract Management Team (SMT) including subcontractor, engineering, quality, planning, finance, and production to meet contract performance objectives, specifically supporting the Avionics, Guidance and Navigations subsystems as well as supporting the Optical Payload Center of Excellence (OPCOE) subcontracts.
Manages subordinate teams overseeing subcontractors or critical subcontracted systems for all contract types and programs. Directs and manages all costs, quality, schedule, financial and technical performance requirements that are levied on the subcontractor or the product family and is required to ensure performance and support of the contract milestones of the system. Develops sourcing and subcontract program management strategic plans that address overall program capture needs and execution. Acts as the main focal point to the subcontractor and program management office. Responsible for and directs all phases of the subcontract from initiation of the business case for make or buy decisions through requests for proposals, subcontract management plans, negotiation strategy, cost accountability and program execution. Makes decisions affecting the performance of the subcontractor. Establishes milestone objectives and manages performance to committed schedules and contractual specifications. Leads team normally composed of engineers, quality and supply chain personnel.
Basic Qualifications:
To be successful, you will need to possess these basic qualifications:
• 8+ years of professional experience in Supply Chain Management (i.e. Procurement, Subcontract Administration, Subcontract Management, Negotiation, and/or Category Management).
• Prior experience with knowledge of SAP or similar ERP systems.
• Knowledge of acquisition policies and procedures associated with FAR / DFAR requirements
• Previous experience managing supplier relationships and cross-functional teams.
• Master problem-solving skills, and risk mitigation acumen.
• You will need to be a US Citizen, and be able to obtain and maintain a US DoD SECRET clearance, to support this government contract, as well as successfully pass a drug and background check, in order to meet eligibility requirements for access to classified information.

•Bachelors degree from an accredited college in a related discipline, or equivalent experience/combined education
•At least 1 year of coded leadership experience.

•Experience working with the Product Centers and or the Engineering Development Centers (EDC).
