Duties

This position reports to the Deputy Associate Administrator for Communications. The Assistant Deputy Associate Administrator for Communications:

  • Leads a diverse team of matrixed/geographically-dispersed employees, representing all NASA Centers, across the United States. The ADAA will provide supervisory oversight for nine Center Communications Directors and the corresponding direction to guide the functional staffs located at the centers in supporting Agency (and local) communication goals through regional/local implementation.
  • Develops and implements long-term, forward-looking communication strategies and plans that enables NASA to fulfill the Space Act of 1958 through the strategic use of resources to communicate the agency's mission accomplishments to the broadest practical audiences.
  • Develops communication strategies to ensure that Centers and other program offices are adequately prepared to communicate their missions internally to Agency employees, and externally to the media and the general public, in alignment with the agency strategy for communications.
  • Fosters and facilitates strategic partnerships and alliances with key stakeholder groups both internal and external - including, but not limited to, all NASA Centers and organizations, industry partners, and educational and non-profit organizations to increase NASA's capacity to inform the NASA workforce and to reach, engage and educate the public.
  • Builds and maintains the agency's communication capabilities and deliver all elements of communications planning/implementation for Center and regional communication activities, to include measurement of results
  • Fosters and continually drives a culture of engagement, diversity, inclusiveness, excellence, and innovation within and outside of the organization and NASA. Champions the Agency's commitment to Diversity, Equity, Inclusion, and Accessibility (DEIA) and creates an environment and culture that promotes and enables the Agency's commitment to safety, inclusion, integrity, teamwork, and excellence.

  • The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report' (OGE-278) in accordance with the Ethics in Government Act of 1978.
  • Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
  • Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.
  • Successful completion of pre-employment and random drug testing may be required.
  • Must meet qualifications requirements by the closing date of this announcement.

Qualifications

You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.

To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. If you fail to do so, your application will be rated ineligible. We recommend you provide two (2) examples of relevant experience for each ECQ. Responses to ALL ECQs must not exceed ten (10) pages; MTQ responses must not exceed one (1) page per MTQ. Please include your full name on all documents submitted.

If you are currently serving under a career SES appointment, are eligible for reinstatement into the SES, or have successfully completed a SES Candidate Development Program and been certified by Office of Personnel Management (OPM) you MUST submit a resume and in a separate document address the MTQs. Any ECQs submitted will not be considered. Your resume must clearly state that you are a current career SES, eligible for reinstatement, or SES CDP certified and year of certification.

MANDATORY TECHNICAL QUALIFICATION:

MTQ 1- Demonstrated experience developing, leading, and advancing communications programs of national scope and impact in alignment with agency or organizational strategic objectives. This includes experience building and leading diverse teams responsible for a range of communications functions; and creating an inclusive environment that fosters innovation and continuous process improvement within an organization and across an enterprise.

Additional information

Must be able to obtain and maintain a Top Secret security clearance.

NASA may discuss and consider candidate duty station location after selection, which means that the duties can be performed at any NASA location. The selected candidate will need to relocate and report to an on-site NASA location or duty station, which may be different from where he/she currently resides.
