Job description
We are seeking a highly skilled and experienced individual to lead our proposal development and capture management process for ARKA’s Advanced Communication and Mission Applications (ACMA) team. A successful candidate will play a pivotal role in identifying, developing, and winning new business opportunities for ARKA Group.
The Capture Manager identifies, develops, and wins new business for ARKA Group through market analysis, strategy development, and execution of the capture plan. The selected candidate will lead a multi-functional, high-performing team to accomplish objectives in a dynamic matrixed environment.
This position is located onsite at our Colorado Springs, CO office.
Key Responsibilities:
- Confidently lead diverse teams of cross-functional proposal personnel in all aspects of capture management and proposal development, ensuring the delivery of high-quality products on time.
- Develop and implement the ARKA Capture Win Plan, providing strategic guidance and facilitation across the enterprise.
- Develop and implement customer value propositions, win strategies, and color reviews.
- Plan, control, and direct capture activities including technical, cost, and management solutions; teaming and investment strategies; and managing the capture and proposal cost / schedule.
- Work with the Business Development team to streamline ARKA’s capture and proposal process, implementing best practices, processes, and tools.
- Foster a culture of capture excellence and continuous improvement across the enterprise, demonstrating agile decision-making and strategic thinking.
- Collaborate effectively with Proposal Managers, Business Development, Engineering, Finance, Contracts, Program Management, Facilities, and other organizations in ARKA.
- Lead teams through the development of proposal artifacts, such as SOWs, SSOWs, BOEs, etc.
- Monitor proposal content for accuracy, consistency, and compliance while anticipating impacts on schedule and resources (technical content).
- Demonstrate agile decision making and strategic thinking.
- Influence, motivate, and drive winning results within the team.
Basic Qualifications:
- Bachelor's Degree in Business Administration/Management, Computer Science, or a related Engineering discipline, with 10+ years of related experience.
- Minimum of five years demonstrated capture management and proposal management experience for DoD and/or IC, including RFPs, RFIs, SOWs, BOEs, customer questions, source selection processes, and proposal evaluations.
- Experience successfully managing and effectively leading technical teams and executing to a schedule.
Desired Skills:
- Program management experience, including technical and schedule status reporting, independent problem-solving, staffing concerns, program plans, IMS, SOW, or WBS, etc.
- Leadership experience and exceptional interpersonal skills requiring minimal direction.
- Expertise in developing technical, administrative, past performance, and resume proposal sections.
- Experience in delivering presentations and briefings, including data analysis, sales communication, technical challenges, schedule delays, or staffing progress.
- Strong networking abilities within DoD, IC, and commercial satellite communities.
- Experience interfacing with customers and masterful verbal and written communication skills, with the ability to translate between internal language and customer priorities.
Additional Requirements:
This position requires the ability to obtain a government security clearance.
