Maxar is seeking Deputy Program Manager (DPM) to join our newly expanded, highly visible, long-term contract in our Sensor Programs group. Maxar’s Defense & Space Line of Business is challenging, impactful, and mission critical. Your proven record of cost, schedule, and technical performance management of large, multi-year prime contracts will lead this team into new opportunities to connect Maxar's products and services with efforts that directly impact National Security. Bring your proven record of experience leading in a cross-functional, matrix organization team environment. This is a highly collaborative position, which requires ability to work under pressure and under challenging deadlines of quick turnaround proposals. 

A DPM at this level is a recognized leader in either the customer's field or technology of the line of business. As a result of your exceptional performance on this program, you will be integral in efforts to grow and evolve Maxar programs. The PM will be responsible for execution of programs in excess of $50M with significant subcontract content that represents as much as 50% of the total program value.  The PM will interact with senior Maxar leadership to remove obstacles to successful program execution.

Required Qualifications:

  • US citizenship with an active/current TS/SCI.  

  • Bachelor's Degree and 15+ years of related experience. Additional experience may be substituted in lieu of a degree.

  • Program Manager experience with large, multi-million-dollar contracts (minimum of 5+ years of experience as a PM on projects with an aggregate annual value over $10M).

  • Experience writing and managing proposals; developing solid Bases of Estimates; negotiating contracts. 

  • Proven track record of winning proposals and developing opportunities for ECPs on existing contracts. 

  • Demonstrated working knowledge of managing the cost, schedule, and technical performance requirements of multiple programs through all phases from inception to completion. 

  • Knowledge of Earned Value Management principles; experience applying those principles to projects.

  • Must be willing to travel to customer, subcontractor, and other Maxar locations, as necessary (time-demand variable based on candidate location).

Responsibilities:

Customer Relationship

  • Understanding customer-driven risk and opportunity management processes and ability to apply them to programs. 

  • Develop the customer trust and a deep understanding of customer’s needs and priorities. 

  • Direct program activities to meet client and organization goals and program objectives.

  • Identify and capture opportunities for organic growth within the program area and support the Defense & Space Line of Business growth activities.

  • Establish, maintain, and expand strong customer relationships via face-to-face meetings, informal tag-ups, and open communications.

  • Support business planning activities that achieve the overall current and long-term objectives of Maxar’s Defense & Space Line of Business.

  • Perform and support business development activities, including the preparation and review of technical and cost proposals. 

Team Leadership

  • Set and execute the program’s strategic vision.  

  • Lead team to identify and quantify risks and opportunities and risk mitigation / opportunity capture activities. 

  • Adjust to changing program conditions, and communicate issues, impacts, and corrective actions to internal and external stakeholders. 

  • Develop plans, including budgets and schedules, and monitor tasks to meet contractual requirements.

  • Lead technical staff and engage that staff in budget and schedule aspects of program management. 

  • Maintain program staffing by interviewing, selecting, orienting, and training employees and balancing staffing needs across multiple contracts. 

  • Collaborate and work closely with Finance, Contracts, Legal, Quality, and Security and understand their terminology and processes. 

Technical Performance

  • Serve as the primary contact for the customer on all matters pertaining to the program, to include representation at multi-contractor exchanges. 

  • Lead a team of Agile software development practitioners. 

  • Conduct reviews to identify issues and develop corrective actions. 

  • Prepare and deliver various reports and technical reviews to customers and senior management as requested.

  • Ensure compliance with relevant corporate and government policies and standards.  

Schedule Management 

  • Closely communicate with the Master Scheduler supporting the activities and resources needed to most effectively and efficiently accomplish a project's objectives per the customer's expectations.

  • Monitor project performance, program financial management services, including financial analyses, CROM budget and cost quote preparation, cost management, and accurate forecasting of project performance.

Cost/Financial Performance

  • Ensure profitability and revenue growth of the assigned program that meets or exceeds financial targets.

  • Lead the establishment of WBS-based budget and schedule baselines including management reserve for programs with Earned Value requirements; Develop and implement the program’s WBS and WBS Dictionary.

  • Understand and analyze the CFSR and IPMDAR and the program financial data behind these monthly reports. 

  • Work with Finance to ensure the program financial CDRLs and other customer required documents are accurate and timely. 

  • Identify scope changes and develop program positions for equitable cost and schedule adjustments.

Preferred Qualifications:

  • Project Management Institute (PMI) certified Project Management Professional (PMP)®. 

  • Knowledge of modern software tools and technologies including cloud applications. 

  • Knowledge of government contracting practices and understanding of the Federal Acquisition Regulations, Defense Federal Acquisition Regulations Supplements, as well as other Agency Supplements. 

  • Knowledge of Intellectual Property protection, including copyright law and software licensing. 

  • Background in Intelligence or Remote Sensing.

Our salary ranges are market-driven and set to allow for flexibility. Individual pay will be competitive based on a candidate’s unique set of knowledge, skills, and geographic diversity, with earnings potential commensurate with experience. The range for this position is:

$148,000.00 - $247,000.00 annually.


 

Additionally, this position is incentive eligible with a target based on contribution, company performance, and/or individual results achieved; the specific incentive plan and target amount will be determined based on the role and breadth of contributions.
