Description

EGNOS Evolutions System Architect in the Radio Navigation Systems and Techniques Section, Radio Frequency Systems Division, Electrical Department, Directorate of Technology, Engineering and Quality.

 

The Radio Navigation Systems and Techniques Section provides functional support to ESA projects and carries out technology research and development (R&D) in radio navigation systems, signal-in-space, system performance, algorithms, and techniques and equipment for positioning, navigation and timing (PNT) applications on ground and in space. The Section also covers radio navigation techniques and technologies, elements and subsystems to generate, receive, exploit and analyse signals from current and upcoming radio navigation systems (GPS, GLONASS, EGNOS, Galileo, BEIDOU, LEO-PNT and Moonlight), including system design tools and navigation equipment. The emphasis is on engineering aspects, GNSS system and sub-system evolution, design and low TRL for technological demonstrator prototyping and, in particular, navigation system design and tools, novel navigation techniques and equipment design/prototyping, on-board receivers and formation-flying RF metrology. 

 

As EGNOS Evolutions System Architect, you will initially be assigned to provide support to EGNOS in the System Engineering Section, EGNOS and SBAS Division (based in Toulouse, France), functionally reporting to the EGNOS V3 Principal System Engineer. You will primarily be responsible for supporting the flow-down/allocation and justification of the EGNOS system requirements from mission evolutions inputs, the definition of the EGNOS system-of-systems architecture, and the procurement and follow-up of industrial contracts.

 

Whereas the EGNOS initial mission is to provide Safety of Life navigation services for civil aviation (NPA, APV-I, LPV200 and CAT-I), a global initiative is being undertaken at programme level to extend the scope of EGNOS to providing Safety of Life services to non-aviation communities (such as  maritime, rail and uncrewed vehicles).

Duties

 Your duties and responsibilities will include the following:
•    Contributing to the EGNOS evolutions system engineering activities to support the definition of the next evolutions of EGNOS and other SBAS R&D activities including:
-    contributing to the definition of SBAS-related mission requirements and the associated flow-down to system requirements, external interfaces and navigation standards;
-    contributing to the procurement and management of industrial activities that are part of the GNSS Evolution and R&D programmes (Horizon Europe/NAVISP); 
-    supporting initiative meetings contributing towards the future definition of the E-GNSS system-of-systems, especially with respect to the complementarity of EGNOS, Galileo systems and new means/systems for disseminating EGNOS messages to end users;
-    supporting the definition of the system test beds for EGNOS evolutions;
-    supporting the Navigation Strategy and Programme Department in the field of SBAS infrastructure roadmaps, for the programme work plan and proposals;
-    managing the EGNOS evolutions system requirements files and compliance with associated mission requirements;
-    managing the introduction and maintenance of model-based system engineering approaches for EGNOS evolutions;
-    supporting the change control process and boards in place to monitor EGNOS evolutions;
-    preparing inputs for reporting to the Navigation Programme Board (PB-NAV).

•    Coordinating with the other sections within the EGNOS and SBAS Division (Development and IVQ, PA & Safety, Security and Interface with EUSPA), and with the Directorate of Technology, Engineering and Quality (D-TEC) and Programme partners in your area of responsibility.

 

Your duties may also include providing support to other activities in your area of responsibility. Other more general tasks and responsibilities may include:

•   radio navigation system aspects;
•   participating in feasibility studies, project reviews and the evaluation of procurement proposals;
•   contributing to the definition of technology development requirements and work plans for the Agency’s technology programmes;
•   defining, initiating and managing R&D activities covering both long- and short-term needs;
•   fostering new application areas for multidisciplinary activities, with an emphasis on innovative concepts, cutting-edge technologies and system architectures;
•   laboratory activities as required;
•   monitoring applicable scientific and technology trends and maintaining state-of-the-art expertise;
•   contributing to the dissemination of the results of activities performed and the transfer of knowledge across the Agency.

Education

You should have a master’s degree or equivalent in telecommunications or electronic engineering.

Additional requirements

A solid background in satellite navigation systems, notably in navigation ground systems architecture, is required, as is over five years of experience working in these fields.

An understanding of the political and programmatic context linked to SBAS development worldwide would be appreciated.

Experience in the procurement of industrial activities, safety critical software and real-time software development and verification would be a distinct advantage.

Experience in mission and system requirements analysis, system design, development and qualification, and procurement preparation and implementation (preparation of technical requirements and statements of work, negotiations with industry, implementation technical follow-up, acceptance and qualification reviews, etc.) would be required.

You should have good interpersonal and communication skills. You should be able to work autonomously, effectively and cooperatively in a diverse and international team environment and to define and implement solutions in line with team and individual objectives and project deadlines. 

You should also have good analytical, organisational and reporting skills, as well as a proactive attitude to solving problems.

The working languages of the Agency are English and French. A good knowledge of one of these is required.
Knowledge of another Member State language would be an asset.
